Default excel formula is returning incorrect values

I've spent quite a few hours on this one and cannot figure it out. Any help will be appreciated.

Problem: I'm trying to combine the values of selected cells from multiple worksheets in the same workbook, but the formula is returning the same value even though the values (I've displayed) are different.

Please let me know your thoughts or suggestions. Thanks!
