Default Drop Down Selection Assistance

Good afternoon
I have a workbook that I am attempting to make drop down boxes in that allows a user to go in and select item one (DIV), then have the next drop down box give the options based on item one, as item two (BILLTO). Based on the selection in item two, the next box would return the LEVEL for item two. I have figured out how to make a cell calculate the appropriate LEVEL based on what is in item two BILLTO (using VLOOKUP). What I can not get is the DIV to be selected, The BILLTO to be a drop down selection option based on the DIV, then the LEVEL populate based on BILL TO. If this is something that can be done, please let me know how to do so, or direct me where I can go to find this solution. I have attached the root information in case this will help.
