Default Formulating The Price with Various Condition and Counting

I Get a problem with this Formula,plis some one may help me for this.

Demand CODE = A(Cell C2)---8(Cell E)---A(Cell G2)---3(Cell I2)

1st Code(Cell B4)---Price(Cell C4)---Total(Cell D4)
83(Cell B6)---100,000(Cell C6)---should be times(*) with 2(Cell D6)
C9(Cell B7)---200,000(Cell C7)---disc 10%(Cell D7)
C3(Cell B8)---50,000(Cell B8)---disc 10%(Cell D8)
A8(Cell B9)---150,000(Cell C9)---should be time(*) with 4(Cell D9)
B4(Cell B10)---250,000(Cell C10)---disc 10%(Cell D10)
G5(Cell B11)---100,000(Cell C11)---disc 10%(Cell D11)
K7(Cell B12)---50,000(Cell C12)---disc 10%(Cell D12)

my 1st problem is :
1. in the "Total Column (D6)" , I want the count is : if the "1st Code Column (B6)" first digit and second digit has 1 same code with the "CODE Column (C2,E2,G2 and I2)" then the "PRICE Column (C6)" should be times (*) with 2
2. in the "Total Column (D6)" , I want the count is : if the "1st Code Column (B6)" first digit has a 2 same code and second digit has 1 same code with the "CODE Column (C2,E2,G2 and I2)" then the "PRICE Column (C6)" should be times (*) with 4 {so with the opposite if first digit has 1 same code and second digit has 2 same code}
3. in the "Total Column (D6)" , I want the count is : if the "1st Code Column (B6)" first digit has a 3 same code and second digit has 1 same code with the "CODE Column (C2,E2,G2 and I2)" then the "PRICE Column (C6)" should be times (*) with 6 {so with the opposite if first digit has 1 same code and second digit has 3 same code}
4. in the "Total Column (D6)" , I want the count is : if the "1st Code Column (B6)" first digit has a 2 same code and second digit has 2 same code with the "CODE Column (C2,E2,G2 and I2)" then the "PRICE Column (B6)" should be times (*) with 6
5. if there is no same code or got only 1 same code in the first or second digit "1st Code Column (B6)" and "Code Column (C2,E2,G2 and I2) then the "Price Column (C6)" will get a 5% discount.

2nd Code(Cell B21)---Price(Cell C21)---Total(Cell D21)
83(Cell B23)---50,000(Cell C23)---disc 10%(Cell D23)
A8(Cell B24)---100,000(Cell C24)---disc 10%(Cell D24)
E3(Cell B25)---200,000(Cell C25)---disc 10%(Cell D25)
A3(Cell B26)---50,000(Cell C26)---should be times with 5(Cell D26)
81(Cell B27)---150,000(Cell C27)---disc 10%(Cell D27)
AE(Cell B28)---250,000(Cell C28)---disc 10%(Cell D28)

1.in the "Total Column (D23)" , I want the count is : if the "2nd Code Column (B23)" first digit has a same code with the "Code Column (G2) and the second digit has a same code with the "Code Column (I3)" then the "Price Colomn (C23)" should be times (*) with 5
2.if there is no same code then the "Price Column (C23)" will get a 10% discount
