Default Smart Paste

I don't know if this is called smart paste or what it's called, but how do
you stop the box from appearing with the hex symbol with an exclamation point
when you do a paste. It gives you the choice of LOCK CELL, IGNORE ERROR, etc.

There's an option you can toggle:
Tools|Options|edit tab|uncheck "show paste options buttons"

There's another option that you may want to turn off, too:
Tools|options|error checking tab|you can turn off the rules you don't like
