Default Worksheet doesn't permit F4 absolute referencing tool in formulas


I've never seen this before in a worksheet and can't find a Tool-Option
that would change it.

You can of course type the dollar signs in, but the F4 key won't
toggle.

Sure it's something simple, any help appreciated!
