Scroll Lock

Sometimes I cannot scroll more than 1 cell at a time using
the arrow keys. I have to keep hitting the arrow key to
keep moving through cells. Turning scroll lock on or off
doesn't change this. This doesn't happen 100% of the time
but most of the time. Do you know what is causing this?
