Default Excel 2003 Font Color and Background Color

I'm not sure if my question posted. So here I go again. In Excel 2003 I
suddenly can no longer change the font color or background color to a cell or
group of cells within a worksheet. I shared the file with someone else and
they could do the above. So has something to do with my application and
computer.

Any suggestions?

If the high contrast setting is turned on you won't see the fill colour.
