How do I get excel to accept a birthdate by entering keystrokes 09201950 into
a cell?

Go into Format -- Cell -- Number tab, and select 'Custom'. In the box
labelled "Type", you should be able to type in MMDDYYYY.

That only affects how the contents of the cell are displayed. It will not
allow the OP to enter a date in that format.
