Default HOW CAN I WRITE OVER A PICTURE IN EXCEL(NOT TRANSPARENT)?

I HAVE A PICTURE BUT NEED TO PLACE TEXT ON IT, BUT TRANSPARENT IS NO GOOD,
THE CELLS NEED TO COVER OVER THE PICTURE WHERE THERE ARE WORDS.

How about just creating a TEXT Box or a Rectangle and entering the text
therein? They can have whatever colored solid background you want, with or
without border lines, and they float on top the picture.
