Is there a formula that I can use that says if
Cell A1 which is 17 is equal to or between A2 which is 13-20 then 1
otherwise 0?

If anyone could help I would appreciate it.

Try this

=IF(AND(A1=VALUE(LEFT(A2,FIND("-",A2,1)-1)),A1<=VALUE(RIGHT(A2,LEN(A2)-FIND("-",A2,1)))),1,0)

One way:

=(A1=--LEFT(A2,FIND("-",A2)-1))*(A1<=--MID(A2,FIND("-",A2)+1,255))
