gwc explained :
In an Excel formula, how do I add the quotation marks and the commas
between fields?

The result must look like this:

"19837511600150000","751160015-8","751160015-8"
"19840100087290000","010008729-3","010008729-3"
"19850100397300000","010039730-9","010039730-9"
"19855160600250000","516060025-9","516060025-9"
"19860104767500000","010476750-8","010476750-8"


Use double double quotes...

="""19837511600150000"",""751160015-8"",""751160015-8"""

...where the entire value is wrapped in quotes.
