Default text to speech

I just recently reinstalled windows xp and office 2002. I've had text to
speech before with the same software configuration, but now it isn't working.
I can go to speech in the control panel, and the speech works fine. I can
turn on the speech toolbar in Excel, but it is shaded out. There is no
speech option in 'tools' to fiddle with. I really need text to speech, but
can't get it working. What have I done wrong, and how can I get it working
again? I've tried in the windows general discussion group, and they
suggested coming here.
