It depends on what you're trying to calculate. Say your 2000 data was 100 and
your 2001 data was 200. Then your first approach would tell you the 2000 data
was 50% less than 2001.

Your second approach would tell you that the 2001 data was 100% higher than 2000.

These are not the same things as you can see and which you want depends on what
you're doing.
