(For Windows XP; use a similar path with other versions)

Go to the Start menu - Control Panel - Regional and Language
Options. On the Regional Options tab, select the appropriate locale.

To get the brackets, you'll probably have to click on the Customize...
button and change the negative number format for Numbers and / or
Currency.

These are windows settings, so for each pc that needs it...

Windows start button|settings|control panel|regional settings
(Or regional and language settings in winXP)

Regional Options tab, customize button in winxp

Currency Tab
change the negative currency format to show ()'s.

And on the Date tab, use a mm/dd/yyyy (or what you like) as the short format.
