Default file decrypt ?

This is part of the file that is used to populate an excel work book,
any idea how i can decrypt it, or what program to use, i tried Googel
but not idea.

Be very careful (maybe work on a copy of that file).

And open it in a text editor. You may find a reference to the authoring program
near the top or near the bottom. If you know what program created it, you might
be able to open it with that program and even just copy|paste into excel. (Or
SaveAs a file format that excel can open.)

(It looks greek to me.)
