Q1) I assume that in cell D7 there is a value of .85? If so then the
requirement is to EDIT the cell, remove the decimal point from before the 8
and put it in-between the 8 and 5 so that you end up with 8.5

Q2) A1:D13 is a range reference. The give-away is the colon.
