Default my "Password to Open" is grayed out

I imported a report from Crystal Reports into Excel that i need to password,
but when i tried to save it in Excel using File, Save As, Options, the
"Password to open is grayed out". The file is brought to Excel as a .csv
file because that is the format i need to send it out in.

When saving the file as *.CSV that option will not be available.
