Do you really want underline (an abomination invented for the typewriter) or
do your really want a border at the bottom of the cell? All version of Excel have a border tool that generates a double line. Now wait just a gosh darn minute! I use underlining all the time, and it has
nothing to do with the abominable typewriter. Right click the cell(s) 'Format cells' 'Font' tab 'underline 'Double'

In EXCEL 2007:-
Home / Font / click on arrow in lower right hand corner / Format Cells should launch / Border / select the double underline (by clicking it) / the place the double underline where you want it in the box to the right / OK.
