Default Excel Menu (File, Edit, View, etc)

I have recently reinstalled MS Office 2003. All appears to be working except
MS Excel. The file command seems to be the only command working on the menu.
The remaining do not work and all are greyed out. Are they any suggestions
on what I can do to resolve this. The product work working fine until I
needed to rebuild my system and subsequently reload MS Office 2003. BTW, the
menu bar on the other products appears to be working fine.
