Default How do I export a csv file from Excel with fields enclosed in dou.

is this possible?
I'd also like it to import from such a file and retain leading zeroes, but I
can overcome this by formatting the relevant column with a custom format
after import. But I need to save the file back to comma separated text with
the fields enclosed by double quotes. I'm using Office 2000.
