=SUMPRODUCT(--(A1:A10=1),--(B1:B10<""),--(B1:B10=0))

hi
countif wont do that but sumproduct will. try this......

=SUMPRODUCT((A1:A10=1)*(B1:B10=0))

adjust the ranges to fit your columns.
