Default Formatting: when typing the numbers "2004" then a period or simili

There is a PC here that when in Excel and in Word.... the user types in the
numbers 2004 and then a period or any other key besides a numeric value, the
2004 turns into a .04. If I select the cell and format to anything
(number/type/general/etc), that does not change this auto type format that is
occuring. The format type that we are looking to use is $.

I have checked to see if any macros are being applied... but it doesn't seem
that there is.

If I can clarify, I will be happy to do so. Thanks, Martin
