Default Excel Header - Auto Format troubles

I am trying to type the phrase "PM&E Subdivision ..." into my excel sheet
header. However after I click away from the header all text, following the
&E becomes double underlined and the &E disappears. I have tried turning off
all of the auto-complete and formatting functionality, but I am missing
something as I can not prevent the header from applying the change. Any
advice would be greatly appreciated.
