Go to Format Cells, go to custom:

To format a percentage in brackets in Microsoft Excel, follow these steps:
Note: You can adjust the number of decimal places by changing the number of zeros after the decimal point in the format code. For example, if you want to display percentages with one decimal place, use the format code Code:
0.0%;(0.0%)
