Default Data validation on data validation function

If you chose to ignore it then the value stays in the cell

That depends on what type of error alert you're using. There are 3 different
levels: Stop, Warning and Info. If you use the Stop level you can't manually
enter a non-matching value in the cell.

You could conditional formatting to highlight entries that are "not
allowed".
