Default Paste Special "All" doesn't actually do "all".

I'm confused with Excel 2003 and Paste Special. If I copy cells from another
doc and I want to paste the cells AND the column widths into another Excel
doc, I tried Paste Special All.

That pastes only the contents. Not the Column Width.

I have to Paste Special Column Widths, then paste the contents.

Why is All not All?

Can you try two step approach here?
1) Paste Special column width
2) then Paste Special ALL

Column widths are included in "All" only if entire columns are selected.

Copying just cells requires the second step of pasting column widths.

That is correct. I think the user is trying to copy some set of cells and not
the entire column.
