Default Copy/Paste custom Excel chart to Word/PowerPoint

I have a user who has created many "custom" Excel charts in 2002 (by
combining 2 or more charts into 1 chart sheet). Many times a day he copies
them into Word and PowerPoint. He pastes them in as a picture so they are
scalable when resized and so that the huge Excel workbook size doesn't get
included when they are pasted.

He now has Office 2007 and is running into difficulties doing this. Here
are 2 options we've tried:

1. If we do it the way he used to do it (copy & paste as picture), the
pasted object isn't scalable in Word/Powerpoint.

2. We tried pasting it in linked which generated a scalable image, but we
can't get that to work every time. I can't get paste linked to show up as an
option usually. I don't know why because we are doing the same keystrokes.
The file size on this is small when we get it to work so this is our best bet
if we could get it to work all the time.

3. We tried inserting an object (from Word/PowerPoint), which is scalable,
but the file size retains the huge Excel workbook size, which is unacceptable
in this situation.
