Default Conditional Formatting - Icon Rule - Three Color Arrows

I am trying to do a chart as in below

'07 '08 '09
1 10 15 13
2 20 15 16
3 18 19 19

I am trying to use the Three Color Arrows for the changes from the previous
year.
I can format the individual cells one by one, however i am trying to use the
same formatting for whole columns. When I try to highlight the column it
doesnt work, (Green arrows display for an increased amout!) when i try to
copy and special paste the formatting it doesnt work either.

Please help me
