Default Excel file keeps locking - Strange problem

We have a user running Off 2007. She's accessing an .xls file. When she edits
it, closes it and then tries to reopen, it says that it's locked for editing
by her user, and can opnly be opened in 'Read Only' or to be 'Noitifed' when
it's available.

Here's the strange issue. When she notifies me that it's happened, I check
the Open Files on the 2K3 server and it's not listed, so that I can go in and
force it closed. Even after she reboots, she still can't open it for editing,
nor can anyone else. Only 'Read Only'.

It seems to time out and we can eventually access it, but it's a little
frustrating.

I also checked and there's no visible '.tmp' files associated with that file.

Could this be a problem with her application. She says that nobody else has
the problem, yet she is accessing it regularly.

Could it be a problem with the way the file was created?
