Default Architectural guidance, please

Front End: MS Excel 2000 and 2003.
Back End: .NET DataSet from Oracle database obtained via a web service.

Hi! I need to create a dataset-bound spreadsheet programmatically using C#
(or VSTO C#) in such a way that will enable the users to move rows around and
move individual cells around without causing any problems. The spreadsheet
will contain stock name and stock price pairs. I need to be able to move the
cell containing the price anywhere on the sheet without the cell loosing its
value. The users will have the ability to refresh the data from the database.
When the refresh happens the moved cells will be updated as if they were
still in the original locations. I also need to move the rows around as well
€“ insert new, change order etc. The users must also have the ability to
persist data back to the dataset which I will send back to Oracle via a web
service.

What would be the appropriate architecture for the aforementioned task? Ive
been reading about smart tags and XML maps but I doubt they will work well
with Excel 2000. Its OK for me to create 2 versions of the client €“ one with
C# and one with VSTO 2003(C#). What should I do to make any layout
rearrangements transparent to the underlying data coming from the database?

Any input/links/suggestions/samples/ideas are greatly appreciated.
