I want to create an "average color" formula.

Then, per your example, the average of 3+2+1 is 2 and you could use Conditional Formatting to set the cell background / interior color to Yellow. It gets, however, a bit more complicated if you have two that are yellow and one that's red - the average of 2+2+1 is 1.667, so you'll have to decide what color that is supposed to be.
