Default Message: Cannot empty clipboard

Using Excel 2000 I'm constantly getting the message "Cannot empty
clipboard" whenever I copy the contents of a cell to another. Even
happens directly after using Start Accessories Clipboard Viewer to
delete contents, after which there should presumably not BE any
clipboard contents!

Anyone know what causes this please? It's been happening spasmodically
for years, but today seems permanent,

Google turns up scores or hundreds of threads, many apparently
covering networked situations (involving Terminal Services, whatever
that is!) but I'm just a standalone user. And so far I've found no
reliable solution or method of isolating the cause.

Happens to me more often than not when using Terminal Services (which is
a way to "remote in" to another PC). I have a feeling this has less to
do with Excel and more to do with an "undocumented feature" in the
Windows OS.
