Default Unable to lower the Footer value below 1.42 in ms excel 2003

Im lowering the footer value to 0.9 or 0.1 but in the real its not getting
affect .Im using A4 paper .In the print privew in Margins the footer is
accepting any value but its not going less than 1.42.please help

It could be an issue with the printer, not allowing margins that small or an
option in the print settings.
