Default Merge cells

My merge cells button is not active. The sheet is not in a table (to my
knowledge), and the allow editing option is selected in the Advance Options
menu. I have tried selecting and deselecting the option as well as closing
and restarting the program. Any suggestions?

Is the workbook shared?

That will prevent merging cells.
