These will only look at actual (non-missing) values:

=MAX(IF((A2:A22="Acme")*(B2:B22="usa")*(D2:D22<"" ),D2:D22))
=MIN(IF((A2:A22="Acme")*(B2:B22="usa")*(D2:D22<"" ),D2:D22))
