Default border on last cell of page effects border on beginning cell of ne

Using Excel 2007 & Vista - When I put a border on the bottom of cells on the
last row on a page it effects the border on the top of cells on the first row
on the next page. More specifically if I have a line across the bottom of
cells on the last row & I bold the line on the top of cells on the first row
beginning the next page it bolds the row on the last page as well. I notice
this when I PDF the document. If I try to unbold the line on the first page
than it PDF's with no line. Help!
