Default Disappearing Comments

I have a single user in a Server 2003 Domain with Xp SP2 clients, using
Office 2003.
Excel comments in cells disappear, then come back at random times.
Comments can also appear in another cell entirely different from where it
was originally placed.
Comments also disappear entirely, never to return.
An Office repair has been carried out, it doesn't fix the issue.
It happens for any workbook or worksheet, so it's an Excel issue not
specific to one sheet or book.
Apps are distributed via SMS and XP is a MOE.
I have not heard of this happening to any other user at the moment.
