download csv

When I download a CSV file it opens in a minimal window and I cannot select
sections of columns that go below screen until I expand to full screen.
Is there any way to control how downloaded csv files open in the Excel
program?
At one time they did open full screen but I do not know what changed here or
at sender "not under my control"
