Default cannot tab to next unlocked cell

I have created a form in Excel which is password protected (select unlocked
cells is checked). Most cells are locked apart from those that the user needs
to enter into.

When I have done this in the past you can tab from one unlocked cell to the
next but in this case I can only tab to an unlocked cell on the same row, I
cannot tab to an unlocked cell on the next (or any other) row below.

Also, the navigation keys are not working in this sheet, whereas they are in
other sheets within the same workbook. This means that the user will have to
select each cell using the mouse.

Can anyone shed any light on this?
