Default How to protect formatting

I have a sheet with cells containing conditional formatting. The user of the
sheet is supposed to paste data. If data is pasted normally (Ctrl+V) then
formatting is gone. If paste special values is used then it works fine.
However I need to ensure that paste special values is used. Is it possible to
lock the formatting of cells in som way?

Any other ideas how to solve this problem?
