Would like to save Excel spreadsheet as a CSV file using the delimiter "~"

CSV means Comma Separated Values so if saved with "~" de-limiter it could
not be a CSV

What you do is save as a *.TXT file.

Earl Kiosterud's free TEXTWRITE.xls workbook will do what you want.

Maybe you can temporarily change the windows list separator (under the control
panel|regional settings) to that tilde character.

Do your saveAs and then change the list separator back to what you had before.
