Default can I set-up an alert in a cell?

Say I want the text to change to red in cell A1 if the number is 100 or <

Hi Scott

this can be done using Conditional Formatting
select A1
choose format / conditional formatting
choose
formula is
type
=OR($A$1100,$A$1<50)
choose format
in the middle of the screen select the color drop down and choose RED
click OK twice
