Default Form built in Excel

I have the form built. All the cells that need to be locked are locked,
those that are input cells are unlocked. How do I get the cursor to tab to
each of the cells I need information placed in and not to every cell?

For Excel 2007 and 2003, Protect your Sheet and uncheck the "select
locked cells" option.
