Default how can i create a chart that spans grouped cells?

With your chart selected, go to
Tools-Options. Select Chart tab. Uncheck the "plot visible cells only" box.
You should now be able to hide the column and still have your chart work
correctly.

Have a line chart that spans columns (C:P, for example). Some of those
columns are grouped (say, F:J, for example).
When I view level-2 detail (all columns shown) the chart looks fine.
But when I view only level-1 detail the chart changes, not displaying the
collapsed columns.

Any way to keep the chart static?

Thanks.
