Default Outline/group 2 columns- what puts the control on the left vs righ

I'm using Excel 2007 (with its HORRIBLE GUI) on Vista (which crashes a ton).

I made a sheet, copied it to another sheet. Now I'm adding outline groups.
On the first page, I select columns B and C and hit Group (in the Data
"menu"). The control appears on the left, like I want.

On the second page, I do the same, but the control appears on the right!!!

What the @$(*% is going on?
