Default ACCESSING A SHARED EXCEL 2003 WORKBOOK ISSUES WITH OFFICE 2007

We have a user from our UK Office with Office 2007 installed. We have Office
2003 Deployed and are looking to upgrade Spring 2009. For now we have some
Shared Workbook Files that the UK User can access, can update data in cells,
but can't move or change the Columns, or make changes to Formula's. Another
Office 2003 User must make these changes in behalf of the 2007 User. The UK
user is in the same security group as all of the Office 2003 Users. The
file is not in 2003 Format. Has anyone experienced this problem with
attribute changes being suppressed on 2003 Excel Workbooks in shared
environment when using Office 2007?
