Default decrease formula bar

How can I decrease the size of the formula bar? I can expand it but not
decrease it.

CTRL+Shift+U or click the double arrows or drag the lower divider/border
up with the mouse cursor.

Default decrease formula bar

I've tried both and it doesn't work. When I use CTRL+Shift+U it toggles
between the current size which is very large to larger. I've tried to drag
the divider with with the mouse but nothing happens. I get an double sided
arrow that doesn't move the divider.
