When I print an entire workbook, the worksheets are not printed in the order
of the tabs in the workbook. Is there a way to set the order that the
worksheets are printed in.

Only thing I can think of is there is a macro or some code on the workbook.
Else, it would print left to right. if you got to Tools - macro - macros, is
anything listed? May want to check that. You can also right-click on your tab
and click View Code to see if anything is there.

I checked for macros in the workbook - none. I also checked for codes on the
sheets there wasn't any. I also selected all the sheets and checked the
print preview, it shows the sheets in the left to right order, but doesn't
print in that order. very weird.
