Default Drop down lists and comments

I'm using a spreadsheet to track what support resource is on schedule/on call
for a specific week. Header row has week ending Fridays and column A has the
team name. Each cell in the matrix identifies a resource that is on call for
a team for that week. I use a separate sheet as a contact list that has a
list of resources with comments added to each person's name with their
contact info. As the data changes I copy the cell name (w/comments) from the
contact sheet and paste it into the resource sheet. So when people reference
the sheet they can see who is on call and then mouse over their name for
email, phone etc.. As you can see this is a manual inefficient process.

Is it possible to use drop down lists to select the resource but also have
the right comment box associated to the selection so that person's contact
information can be seen when the cell is moused over? I created a small
example below.

Level 1 Bob Neil Marvin
Level 2 Jim Sue Tom
Level 3 Sandy John Jenny

Hi,

You would need to program Excel to do this, there is nothing built in to
allow us to create a dynamic comment.
