how do I format a cell to show feet and inches
as in 21'-10" or 12" in Excell 2003

If you enter 5' 03" as 503 then
format the cell as CUSTOM
##0' \- 00\"
to see 5.03 as 5' - 03"

If you can live with a helper column then if your values are in A1
in feet.inches form then enter this in B1
=INT(A1)&"' - "&ROUND((A1-INT(A1))*100,0)&""""
